Why does John McCain consider himself a maverick and why is it important to have a maverick president?

95% of the time he voted with bush.......and when he didn't - probably on bills of little importance - but which would make him appear a maverick and adopt that tag - (which is a top gun thing..and evokes certain things for a vietnam vet) in any upcoming election.
