Help with rounding significant figures?

I would say that "rounding" on its own means to the nearest whole number, so I would go for 26 kg. If he wanted it to "so many" decimal places, he would have said so (or he SHOULD have). If he didn't, then he has no grounds to complain with whatever you decide is appropriate.
